Our Team Our TeamMichael Hand is currently the President and Owner of Emergency Preparedness Consultants Inc. Operating as a Consultant in the security and emergency management field, Michael leads and supports client companies and organizations through the development and delivery of security and emergency response programs. With over thirty years of police experienced in various areas of command Michael was the officer in charge of the Emergency Management program for his police service. In addition to being an experience instructor, lecturer, and public speaker, Michael is also a certified instructor for the Province of Ontario, and has taught at both Sheridan College and George Brown College. Michael is also accredited as Business Continuity Professional through Disaster Recovery Institute International (Canada) and has obtained his Bachelor of Technology in Emergency Managment from Cape Breton University.Jean-Luc Marchessault is a trained investigator with over 20 years of experience as well a licensed Private Investigator. Mr. Marchessault is presently operating as a consultant in the security and emergency management fields. Mr. Marchessault has also worked as Programm Coordinator for the School of Emergency management at George Brown College. He has also worked as an Investigator and Analyst for the Canadian Security Intelligence Service (CSIS), Canada’s federal spy agency. Mr. Marchessault is also a resource person, maily with the French media to provide commentary on security and intelligence related issues. Dan Quigley brings 36 years of policing and a wealth of emergency management experience from the front line as an emergency responder and planner. Dan is an accomplished instructor, facilitator and team builder. He has instructed on matters of crowd control, hazardous materials, business continuity and emergency management. Dan has produced plans, procedures and policies in Pandemic Preparedness, Evacuations, Fuel Emergencies, Identification and Protection of Critical Infrastructure, Hazardous Materials Response, Operational Continuity and Nuclear Emergencies. Dan has also provided instruction for the City of Toronto Office of Emergency Management in the Basic Emergency Management (BEM) program.Bruce Powley is an Associate of Emergency Preparedness Consultants Incorporated. As well, he is an assessor for Threat Risk Assessment and Building Physical Security Plan Projects. With over 36 years of experience as a Police Officer, serving in Toronto and York Region, and 25 of those years as a manager, Bruce is able to plan and manage all aspects of security and emergency management. He is also able to ensure effective security and emergency plans, policies, procedures, standards and programs are developed, implemented and delivered. Since 2008 Bruce has been working as a assessor on Threat Risk Assessments and Building Physical Security Plan Projects throughout the Province of Ontario for the Ministry of the Attorney General. Bruce has a Level II Security Clearance through the Federal Government as well as being a licenced Private Investigator in the Province of Ontario.Brent Trask retired from policing with 30 years of experience, much of which was spent responding to emergencies. Brent spent 6 years conducting internal audits, monitoring quality assurance, and developing polices. He produced and made recommendations to procedures to ensure optimal emergency preparedness. Brent has extensive experience conducting on-site visits, completing Threat Risk Assessment (TRA) reports and developing Building Physical Security Plans (BPSP) for government facilities.

Workplace Violence Audits:The purpose of this safety audit is to establish guidelines and procedures for taking preventive measures to minimize the potential workplace violence.Emergency Preparedness Consultants Inc recognizes that workplace violence is an occupational hazard and that a proactive approach in preventing workplace violence is necessary. This proactive approach includes provisions for management and employee training, outlines prohibited behavior, and reporting and investigation procedures. This safety policy also provides for confidentiality, discipline, and anti-retaliation requirements.2. Hazard Identification and Threat and Risk Assessments:A TRA examines what an organization has to protect, what it needs to be protected from, what measures are currently in place to reduce possible threats, and what needs to be done to address vulnerabilities.TRAs involve:Establishing the scope of the assessment and identifying the employees and assets to be safeguarded;Assessing the risk based on the adequacy of the existing safeguards and vulnerabilities, andImplementing supplementary safeguards that will reduce the risk to an acceptable level.3. Security Reviews:Security reviews are carried out to assist the Chief Security Officer (CSO) in identifying gaps in an organization’s Corporate Security Program (CSP). A well-developed review allows the CSO to maximize current resources and develop a business case for additional resources as necessary.4. Crisis and Emergency Management:Crisis management relates to executive managements’ responsibility to deal with situations that challenge one’s sense of appropriateness, tradition, values, safety, security or the integrity of the organization. Crisis management generally relates to and is seen as communications with stakeholders: clients, staff, suppliers shareholders etc. on what the situation is, how it came about, how it is being handled and what will be done to ensure it doesn’t happen again.Emergency management is how an organization deals with an abnormal situation that requires prompt action, beyond normal procedures to limit damage to persons, property or the environment. For some organizations, handing emergencies is what they do. Fire departments, health agencies and organizations such as the Red Cross are in the business of planning for and responding to emergencies and the challenge for these organizations is handling the surge in activity. For most other organizations, emergencies are things that happen to them: fires, burst water pipes, power outages etc. that affect the health, safety or security of staff and building occupants. In these cases, emergency management relates to ensuring systems and procedures are in place.5. Business Continuity Planning: Business Continuity Planning (BCP) generally relates to the ability of an organization to prepare for and respond to service disruptions or situations that result in an interruption in the provision of critical services, whether that is the denial or limitations to accessing people, the workplace or systems/processes.6. Physical Security and Emergency Management Training:Emergency Preparedness Consultants provides training for individuals within organizations in order to ensure that all emergency procedures are followed in the event of an emergency, allowing every individual to feel safe and secure in their workplace environment.
